What the naked read gives you

What changes when Mercury is read measured

Say you’ve ratified a treasury rule: keep six months of operating expenses in the operating account, and sweep anything above that into treasury — because idle cash below the buffer is risk, above it is lost yield.

“Should I move anything to treasury?” returns, measured: yes — six months of opex is £300k by your run-rate, so £120k is above your buffer and clears to sweep, on the rule you set to balance safety against yield. Mercury supplied the balances; your ratified rule supplied the buffer, the excess and the reason.

Then the buffer is being measured against a monthly figure that is no longer yours, and the sweep it suggests is sized to an old plan. Mercury holds the balances; the expense figure the six months multiplies is one you supplied. The read gives you the buffer and the figure it used, so you can say whether the rule still means what you set it to mean.
