The fulfilment lead ratified the ship-readiness rule: an order only counts as ready once payment has cleared, stock is confirmed against every line item, and the shipping address has passed validation, because partially-stocked orders were reaching the pick list before the gap was caught.

'Is this order ready to ship?' returns, measured: hold, one line item short of stock, because a partial pick creates a second shipment nobody budgeted for. WooCommerce supplied the order record; your ratified rule supplied the ship bar.
