Why the project health report is stale on arrival

A red-amber-green health report promises an at-a-glance verdict. What it delivers is a colour someone chose — against criteria that aren’t on the chart, at a moment that has already passed. The colour is only as honest as the threshold behind it, and the threshold is the one thing a health report never carries.

That compression is only useful if the reader and writer share the criteria — what makes it amber rather than green, red rather than amber. In practice they don’t, so the colour becomes a mood: optimistic on a good day, defensive before a review.

Why is it stale the moment it lands?

Health reports are cut on a cadence — end of week, end of sprint — and read later. Between the cut and the read, the thing the colour described has already changed. You’re steering by a photograph of the road behind you, and the photograph doesn’t even show the criteria you’d use to judge it.

Say you’re running a beta. Your real definition of green is exact: zero P1 bugs open and activation at or above the 40% line I set. Your weekly RAG shows green because it was green on Monday. By Thursday a P1 is open and activation has dipped — but the chart won’t say so until the next cut, and even then only if whoever colours it remembers your two conditions.

What replaces the colour?
