The two naked reads

Gmail returns the quote; Xero returns the category spend and remaining budget. Each accurate and unaware of your ruling, so the “can we afford this?” call is left to you to assemble from two windows.

The one measured answer

Measured against your ruling: the quote is £4,200; your ratified ceiling for this category leaves £3,500 this quarter — it’s £700 over, and the reason you capped it there was to hold the runway floor. Gmail supplied the quote, Xero the room, Unl the ruling and the verdict.

Why can't email or accounting do this alone?

Gmail holds the quote and Xero holds the budget; neither holds your ruling. The criterion lives in Unl, so only a measured read across both returns the verdict.

Does Unl send email or change my books?

What if the quote excludes VAT and the ceiling does not?

Then the comparison is between two different numbers and the ruling looks met when it may not be. Your ceiling was set on a basis you can state; a quote arrives on whatever basis its sender used. The read shows the figure as quoted and the basis it carries, so the mismatch is visible before it becomes an approval rather than after it becomes a bill.
